End-to-End PAS Service
Simplified from survey to sign-off
InstaGroup’s end-to-end PAS service has been designed to provide installers all over the country with a holistic solution to support funded installs.
InstaGroup have been working at the forefront of the retrofit sector since our inception in 1980, and have been completing and coordinating works under PAS since its introduction, with qualified Retrofit Coordinators that were trained on the first wave of the scheme in 2020.
InstaGroup’s stability and industry-recognition has resulted in experience in submitting works under various funding schemes, including ECO, GBIS, LAD, HUG, SHF and Local Grant, with the capacity to nationally coordinate up to 500 jobs per month.
On-site assistance for installation measures is underpinned by members of our technical inspection team being qualified Retrofit Coordinators, offering support on more complex measures and installations.

National Surveyor Capacity
- Whole-house retrofit assessment, from fabric to renewables
- Modelling to establish suitable measures and provide an estimated EPC rating
- Pre-installation building inspection (PIBI) carried out by a qualified surveyor
- To avoid a conflict of interest and provide independence under PAS regulations, all surveyors are sourced through trusted partnerships

- Retrofit measures are determined with a fabric-first approach
- Site inspections from qualified personnel (dependant on measures)
- C2 mid-install inspections in-line with industry compliance
- Dedicated technical support team of qualified coordinators providing on site assistance to installers fitting more complex measures
Post-InstallEvaluation
- C3 post-install inspections carried out by an independent third party
- Monitoring throughout the project to track performance metrics such as energy usage and air quality
- Evaluation to analyse the effectiveness of measures
- On the rare occasion that problems arise, we have stringent processes to review issues and take post-lodgement responsibility seriously
