InstaGroup offers retrofit contractors a solution to growing PAS compliance demands

23rd October, 2026

InstaGroup is offering retrofit contractors additional Publicly Available Specification (PAS) capacity as the requirements around assessment, coordination and oversight create a growing operational burden for businesses delivering funded retrofit work.

The challenges that contractors face are not only having enough resources available to carry out the physical work, but also having the systems and processes around the installation to take on more projects and scale effectively.

The current PAS 2035:2023 framework sets out a coordinated, whole-house approach to retrofit, bringing assessment, coordination and design into the process, while PAS 2030 sets requirements for installing energy-efficiency measures.

An update that came into force in March 2025 introduced a requirement for Retrofit Coordinators to conduct site visits and raised qualification standards for Retrofit Designers. Both standards are now being updated again, with revised versions expected at the end of 2026 or the beginning of 2027.

For contractors already delivering retrofit, these requirements can add pressure to internal teams and create a bottleneck around the work itself.

InstaPAS provides access to qualified retrofit coordinators, retrofit assessments, whole-house modelling, retrofit designs and project management without requiring contractors to develop the full capability internally.

“The installation is only one part of a PAS project,” said Melanie Williams, Retrofit Coordinator, InstaGroup. “A contractor can have the workforce and technical capability to deliver the measures, but if it doesn’t have the resources around assessments, coordination, design requirements and project oversight, that can quickly become the limiting factor. InstaPAS gives contractors access to the PAS expertise and infrastructure behind the installation, whether they need additional capacity for a growing programme or don’t have that capability in-house.”

InstaPAS supports the whole-house assessment and design process through modelling to identify suitable measures and estimate EPC outcomes, as well as pre-installation building inspections carried out by qualified surveyors. Qualified Retrofit Coordinators then oversee projects through delivery and evaluation, with C2 mid-install inspections carried out where required and post-installation C3 inspections completed by an independent third party.

InstaGroup also provides technical support for more complex installations and uses a fabric-first approach when determining appropriate measures. Energy use and air quality can be monitored and measures evaluated after installation, providing contractors and programme managers with a record of how projects have been assessed, delivered and evaluated.

InstaGroup has experience supporting projects under funded programmes including ECO, GBIS, LAD, HUG, the Social Housing Fund and Local Grant. The company says its PAS operation can coordinate a significant number of , providing capacity for contractors looking to increase delivery without building a larger internal PAS function.

For smaller installers, that can mean accessing established PAS expertise without the cost and complexity of employing and managing every specialist role themselves. For larger contractors, InstaPAS can provide additional or overflow capacity when internal teams are stretched, or project volumes increase.

“There is going to be continued focus on how retrofit is assessed, coordinated, delivered and recorded,” said Williams. “For contractors, having access to PAS capability doesn’t have to mean building a whole new department. We can provide the PAS infrastructure around the work, so they can concentrate on delivering more projects.”
